A preference, not a rule: the whole paragraph decides.

Settle Rag treats a ragged text block as one form. It chooses among the break opportunities it is given, and knows no language.

The rag is a shape

Look at the negative shape formed by all the line endings together. A rag has no ideal shape in isolation, and the common rules are instincts, not laws.

Every break changes the possibilities for everything that follows. Judge the paragraph, not the line.

The two cheats a typesetter makes by hand: let a line’s last character hang past the measure, or close a line up a little so a word stays on it.
